EOI HYGIENIC INITIATIVE GRANT (TIMOR-LESTE)
The Partnership for Human Development (PHD) program is seeking expressions of interest from international or Timorese organisations with the technical capability and interest to work collaboratively in the development and trial of a model to achieve ‘Hygienic’ status in Atabae Administrative Post, Bobonaro Municipality.
This partnership aims to build on the success and energy generated through the ODF Bobonaro Initiative to support the municipal and local authorities in Bobonaro Municipality to advance from ODF status to Hygienic Status. Funding for the achievement of Administrative Post ‘Hygienic’ status will be for a period of 12 months. The specific purpose of the project is to develop and trial a model that will support ODF communities in upgrading household and institutional sanitation to achieve ‘hygienic’ status in Bobonaro Municipality.
While we would like the lead organisation to adopt the Key Strategies outlined in the Expression of Interest (EoI) document, evaluated as being critical to the project’s success, we also welcome innovations that have clear contributions to the achievement of the Hygienic Status outcome.
There will be a two-stage application process. The first stage will be a call for Expressions of Interest (EoI) where organisations will submit a Concept Note Application Form (refer attached). As part of the Concept Note submission, interested organisations may wish to partner with other organisations, propose a consortium, or work with local coalitions. Proposals must support the goal and purpose of the PHD program. An assessment panel will be established to review the Concept Note Application against the selection criteria and the assessment panel will then make a decision on the successful organisation. Interviews may be carried out if deemed required by the assessment panel. Decisions will be made on a transparent, competitive, deadline-driven basis by the assessment panel. The winning Organisation shall then work with the PHD Sanitation Team to build a detailed design.
The deadline for responding to this Concept Note will be 5:00pm Wednesday 12th April 2017 (Timor-Leste time).
Submissions must be submitted electronically via email, email@example.com with the subject line, “PHD Expression of Interest for Hygiene Initiative Grant.” Responses can be written in English or Tetum and must use the PHD Concept Note Application Form provided.
A submission received after the closing time and date will be considered a late submission. PHD may at its absolute discretion, accept or reject a late submission.
