EOI ODF TIMOR-LESTE INITIATIVE GRANT
The Partnership for Human Development (PHD) program is seeking expressions of interest from international or Timorese organisations with the technical capability and interest to support the design and delivery of the Open Defecation Free (ODF) Timor-Leste Initiative.
This partnership aims to build on and strengthen the existing vision and mission of PHD’s partners for the ODF Timor-Leste Initiative while also achieving PHD objectives and capitalising on the success of the ODF Bobonaro Initiative. Funding for the achievement of municipal-wide ODF will be for a period of 12 to 18 months, depending on current ODF coverage in the target municipalities.
While we would like the lead organisation to adopt the Key Strategies outlined in the Expression of Interest (EoI) document, evaluated as being critical to the Bobonaro’s success, we also welcome innovations that have clear contributions to the achievement of the ODF outcome.
There will be a two-stage application process. The first stage will be a targeted call for Expressions of Interest (EoI) where organisations will submit a Concept Note Application Form (refer attached). As part of the Concept Note submission, interested organisations may wish to partner with other organisations, propose a consortium, or work with local coalitions. Organisations are welcome to propose to work in one, two, or all target municipalities based on organisation capabilities and municipal networks and resources. Proposals must support the goal and purpose of the PHD program.
An assessment panel will be established to review the Concept Note Application against the selection criteria and the assessment panel will then make a decision on the successful organisation and level of funding to be awarded. Interviews may be carried out if deemed required by the assessment panel. Funding decisions will be made on a transparent, competitive, deadline-driven basis by the assessment panel.
The winning Organisation shall then work with the PHD Sanitation Team to build a detailed design.
The deadline for responding to this Concept Note will be 5:00pm Friday 9 December 2016 (Timor-Leste time).
Submissions must be submitted electronically via email, firstname.lastname@example.org with the subject line, “PHD Expression of Interest for ODF Timor-Leste Initiative Grant.” Responses can be written in English or Tetum and must use the PHD Concept Note Application Form provided.
A submission received after the closing time and date will be considered a late submission. PHD may at its absolute discretion, accept or reject a late submission.
